1、凡是来我旗建奶牛基地或建液态奶生产线享受国家西部大开发的所有优惠。 2、根据《巴林右旗委员会、巴林右旗关于招商引资的若干规定》，来我旗建奶牛基地或建液态奶生产线享受我旗的招商引资优惠，在土地使用、税费地方留成部分减免等给予优惠。
3、凡来我旗建奶牛养殖基地，无偿提供养殖场地。

五、项目区奶牛养殖的基础和建厂必备条件
1、奶牛养殖业在右旗具有悠久历史，且目前农牧民养殖奶牛的积极性空前高涨，各苏木乡镇所在地奶牛饲养量逐年扩大，现已发展到38头，有一定的养殖基础，且周边旗县区奶牛饲养量大，仅赤峰市北部六个旗县（巴林右旗、阿鲁科尔沁旗、巴林左旗、林西县、克什克腾旗、翁牛特旗）2006年底存栏优质奶牛就可达到1.46万头，年产鲜奶近5万吨，如果运输半径再扩大到500公里左右，奶牛的养殖数量及产奶量将增加 2倍以上，已经完全具备了建厂条件。
2、城镇和农村牧区剩余劳动力充足，为奶牛业的发展提供了条件。 3、由于养殖奶牛可获得较高的收入，有利于调动农牧民积极性。
4、城镇居民和农牧民手中有一定资金积累，为购置奶牛和基础设施建设创造了条件。 六、购进奶牛来源：
1、通过与中国北京土畜产进出口公司的联系，可从澳大利亚大批进口纯种荷斯坦奶牛，每头奶牛到港价格在1.8万元左右。
2、北京郊区奶牛场、奶牛繁育中心购育成怀孕牛每头1.3—1.4万元。
3、山西各大奶牛场有大量奶牛待出售，每头0.8—1.2万元。其他地区、本地区也可购买优质奶牛。

奶牛能将饲料中能量的20％、蛋白质的23％～30％转化到奶中，用1千克饲料喂奶牛所能获得的动物蛋白比喂猪所产出的至少高2倍。从节粮的角度看，生产1千克牛奶只需0.4千克精料，其精料中谷物只60％；生产1千克可食的猪肉则多达10～12千克精料，其中粗料不超过8％；生产1千克活重的肉鸡也需2.3～2.6千克精料，其中谷物占80％以上。在人口增长对耕地和粮食的压力日益增加的时候，以较少的精料投入，将大量人类甚至猪，禽等单胃动物都不能直接食用的青粗料，换取更多的动物蛋白，无疑是一种明智的选择。根据科学家们的计算，奶的生物学价值（即人体生理上的利用率）为85％，消化率为98%； l千克牛奶的热能含量等于8个鸡蛋或200克牛肉；除此之外，奶中含的氨基酸、矿物质比较齐全，含的乳糖、脂肪溶点低，这些优点就构成哺乳动物初生阶段维持生命发育不可替代的食品，起到“人类保姆”的重要作用。

一、我国是一个乳制品净进口国。1987一1995年，年平均进口乳制品为6万吨，用汇7670万美元；年出口量3．3万吨，换汇2424万美元。平均年净进口2．7万吨。金额逆差5246万美元。按数量计算，乳制品进口与出口的比例约为2：1；货值的比例则为3：1。由于出口的主要为初级产品，所以换汇额比较低，逆差大。
二、在进口的各类大宗畜产品中，乳制品进口用汇额仅次于生皮及皮革（19.9亿美元）和羊毛（1994年25.1万吨、5.6亿美元），居第三位。
三、1980年到1996年肉类年均增长是294万吨，蛋类106万吨，奶类仅仅只有39万吨，这还是液体和固体的比较，所以从总量上看数量远远不及蛋类、肉类。我们谈到的城乡居民的菜篮子，就畜牧业而言主要是肉、蛋、奶、就现在看来，奶类已经成为菜篮于中间的短线产品，占有情况也是一样，肉类1996年人均己达到49千克，蛋类16千克，奶类仅仅有6
